I plan to sub-contract the work to a company that is insured, and has all the propper documentation. I was curious if it is legal to do this in my state (MA)

No. Contractors, even those who subcontract every part of a job, have to be licensed and bonded. If you will be getting paid you will also need a business license.

Im doing a minor renovation of my kitchen- changing cabinet and tiling the floor. I was told by someone that I do not need to use a licence contractor if it’s that minor in NYS. Is this true?

Depends on what the laws are in your area regarding handyman vs. contractor. In california if the job is over $ 600. you have to have a contractors license to do the work – not sure what it is in NY. Just remember that you get what you pay for. People are hungry for work right now, so call several guys and get estimates for the flooring. You can probably do the cabinets yourself if you have a couple of buddies who are willing to help you out, but you’ll need the base cabinets in place before the tile is laid (the tile butts up to the base cabinets) To save money, do the demo work yourself (remove all the old cabinets & flooring). You would have the countertops measured for once the base cabinets are in place so they get an accurate template – especially if you’re going with a solid surface such as granite.
